Regular Session
January 25, 2018

A Regular Session of the governing body of the City of Trinidad was held on the 25th day of January 2018 beginning at 5:30 p.m. at the City Hall in Trinidad, Texas, at which time the following subjects were discussed:

1. Call to Order: Mayor Pro Tem Kay Hernandez called the meeting to order at 5:30 p.m.

2. Roll Call: Councilpersons present at the meeting were Roy Stanfield and Chris Quinn. Mayor Larry Estes, Beth Parker and Velma Womack were absent.

3. Invocation: The invocation was given by Roy Stanfield.

Velma Womack entered the meeting at 5:40 p.m.

4. Open forum: No comments made in open forum.

5. Work Session

• Report from TEDC: No attendance by EDC.
• Report from Chief of Police on monthly violation activity and monthly code enforcement; review Mission Statement: The Chief presented his monthly reports, discussed ordinance enforcement with update on violations.
• Report from City Administrator concerning monthly financial reports: Bank account balances, check registers for General Fund and System funds were presented for review.
• Report from Municipal Judge: The Judge reviewed the monthly reports..
• Report from Water Operator/Street Dept.: Valerie Hamrick submitted the report on work that has been completed and future work to be done.

6. Consider changing the Associatge Judge position and appoint Jennifer Carmon as the new Associate Judge: Mayor Pro Tem said she felt this line item should be discussed in Executive Session. Everyone was in agreement so it was moved into executive session..

7. Council Members Inquiry Time: Chris Quinn said Keith Pryor with 3P Trash came to him and asked for an increase in his sanitation rate. Roy Stanfield discussed the Luminant plant and the possible sale of the plant.

8. Convened into executive session at 6:50 p.m. pursuant to Section 551.074, Tex. Gov't Code to discuss personnel.

9. Reconvened into open session at 8:05 p.m. to take action as appropriate in the Council's discretion regarding personnel.

Chris Quinn made a motion to hire one full time and one part time employee for Public Works Department and to contract with Jennifer Carmon to be Associate Judge for the city with a pay of $50 for court day and $15 per hour, not to exceed 20 hours in total for the week including hours worked on court night. Velma Womack seconds the motion. Motion carried unanimously.

10. Consent Agenda: All matters listed under Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will then be removed from the Consent Agenda and will be considered separately.

a. Approval of payments of monthly invoices
b. Approval of the following minutes:

• No meeting in December 2018

All payments and minutes were reviewed. Motion was made by Chris Quinn to approve monthly invoices. Velma Womack seconds the motion. Motion carried unanimously.

11. Adjourn: Motion was made by Chris Quinn to adjourn. Roy Stanfield seconds the motion. Motion carried unanimously. The meeting adjourned at 8:25 p.m.
