Special Session and Budget Workshop
August 30, 2016

A Special Session and Budget Workshop of the governing body of the City of Trinidad was held on the 30th day of August 2016 beginning at 6:00 p.m. at the City Hall in Trinidad, Texas, at which time the following subjects were discussed:

01. Call to Order: Mayor Pro Tem Kay Hernandez called the meeting to order at 6:00 p.m.

02. Roll Call: Councilpersons present at the meeting were Roy Stanfield, Kay Hernandez, Chris Quinn, Velma Womack and Beth Parker. Mayor Larry Estes was absent.

03. Invocation: The invocation was given by Chris Quinn.

04. Open forum: No comments made in open forum.

05. Convened into executive session at 6:02 p.m. pursuant to Section 551.074, Tex. Gov't Code, to discuss the appointment, employment, evaluation, reassignment, duties of a police officer.

06. Reconvened into open session at 6:35 p.m. to take action as appropriate in the Council's discretion regarding the appointment, employment, evaluation, reassignment, duties of employees of a police officer.

Motion was made by Chris Quinn to hire Justin Quick as the new police officer for Trinidad. Starting rate will be $13.50 per hour and a take home vehicle. There will be an evaluation in 90 days. Velma Womack seconds the motion. Motion carried unanimously.

07. Work Session:

• Budget Workshop - All funds were discussed. Some changes were made to both funds. An increase was given to City Administrator because of the additional time and jobs she will be assigned. The increase will be divided between General Fund and System Fund. Election expense was changed from $6500 to $0 because of no election.
• Discuss current water rates: Because of the rising cost of chemicals, repairs to the water plant and distribution line, etc, water rates were discussed in length. The Council are looking at a few alternatives before a decision will be made.

08. Adjourn: Motion was made by Chris Quinn to adjourn. Velma Womack seconds the motion. Motion carried unanimously. The meeting adjourned at 8:30 p.m.
