Regular Session
July 19, 2016

A Regular Session  of the governing body of the City of Trinidad was held on the 19th day of July 2016 beginning at 6:00 p.m. at the City Hall in Trinidad, Texas, at which time the following subjects were discussed:

1. Call to Order: Mayor Larry Estes called the meeting to order at 6:00 p.m.

2. Roll Call: Councilpersons present at the meeting were Roy Stanfield, Velma Womack, Beth Parker and Kay Hernandez. Chris Quinn was absent.

3. Invocation: The invocation was given by Roy Stanfield.

4. Open forum:

• Percy Airheart asked about the animal ordinance and able to have chickens but not a rooster. The council discussed and thought the existing ordinance was fair to everyone..

5. Work Session:

• Teri Caswell, Faith in Action Outreach: Ms. Caswell came by to give the council an update of the food pantry at the Housing Authority location and how it has become very successful. The food pantry is open the 3rd Friday of each month for Trinidad citizens only. She also shared a printout of the East Texas Food Bank showing their goals and mission statement.
• Report from Police Department on monthly violation activity and monthly code enforcement; possible noise ordinance revision: Richard Smith presented his monthly report.
• Report from City Administrator concerning monthly financial reports and monthly municipal court fine; Bank account balances, check registers for General Fund and System funds were presented for review. Municipal court reports were also presented. Council was updated on open records request that was received, the mowing of the railroad right of way and the GPS being installed in all city vehicles.
• Report from Public Works Director: Gary Arnold presented the report. He talked about some of the repairs that have been done at the plant and wanted to know if the city would be hiring another individual to replace a position. The council said they would like to look at budget

6. No Action Items:

7. Council Members Inquiry Time: Council discussed the budget for fiscal year ending 2016. The City Administrator passed out folders containing updated figures for the System Fund and a listing of all monies transferred from Reserve Water Works to System Fund.

8. Convened into executive session at 6:45 p.m. pursuant to Section 551.074, Tex. Gov't Code, to deliberate the appointment, employment, evaluation, duties of:
1) The Interim Chief of Police
2) The Chief of Police

9. Reconvene into open session at 7:25 p.m. to take action as appropriate in the Council's discretion regarding the appointment, employment, evaluation, duties of:
1) Interim Chief of Police.
2) The Chief of Police

Motion was made by Roy Stanfield to hire Richard Smith as Chief of Police with a rate of pay at $17.50 per hour and a 1-year probation period. Velma Womack seconds the motion. Motion carried unanimously.

10. Consent Agenda: All matters listed under Consent Agenda are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will then be removed from the Consent Agenda and will be considered separately.

a. Approval of payments of monthly invoices
b. Approval of the following minutes:

• June 14, 2016 Special Session
• June 21, 2016

All payments and minutes were reviewed. Motion was made by Beth Parker to approve monthly invoices and the minutes as listed above. Kay Hernandez seconds the motion. Motion carried unanimously.

11. Adjourn: Motion was made by Kay Hernandez to adjourn. Velma Womack seconds the motion. Motion carried unanimously. The meeting adjourned at 8:45 p.m.
